HLA is a dynamic non-profit, public interest law firm that provides free legal assistance to Massachusetts residents in low-income situations who are facing barriers to health care. Founded in 1996, HLA provides individual representation and advice for more than 1,000 clients annually. We are seeking a Team Director to lead our General Legal Practice.

HLA's General Legal Practice (GLP) Team is one of two legal advocacy teams within our organization (the other being our Mental Health Advocacy Program for Kids). Our GLP Team currently consists of five attorneys, two full-time paralegals, and a part-time paralegal. We are actively exploring avenues for expanding the team.

The GLP Team's primary activity is providing pro bono legal representation to hundreds of clients each year. These matters largely involve representation at the administrative hearing level, pre-litigation representation in disputes with health care entities, and client counseling. We are seeking to expand our litigation practice. HLA has a rich history of bringing successful impact lawsuits.

Our GLP Team complements its representation of individual clients with policy reform advocacy, most often with state administrative agencies, and community outreach in the form of training programs for advocates and consumers. We also author occasional publications designed to improve health care access, such as self-help guides.

These activities are employed by our GLP Team to address a range of health care access barriers, especially systemic barriers that negatively impact segments of our population that have historically been the target of discrimination. The health care barriers we address come to our attention mostly through our work with individual clients, but also through our communications with members of the public generally, advocacy allies, and other sources.

Traditionally, the GLP Team addresses priority systemic health care barriers through the creation of initiatives that combine the above noted activities. Current GLP Initiatives include our Immigrant Health Initiative and its Medical-Legal Partnership for Immigrants, Medical Debt Initiative, Transgender Health Project, Protecting the Health of People with Disabilities Project, Mental Health and Substance Use Parity Initiative, and our Health Reform Initiative which focuses on protecting consumers' rights within MassHealth and commercial insurance plans. We also seek to maintain flexibility within our GLP Team to address quickly emerging health care access issues.

The GLP Team Director will lead this practice area in pursuit of HLA's mission of using legal advocacy to ensure universal access to quality health care in Massachusetts, particularly for those who are most at risk due to such factors as race, gender, disability, age, or geographic location. Below are specific responsibilities for the role.

Responsibilities

Oversee and participate in the GLP Team's representation of consumers denied access to health care

  • Ensure HLA's GLP Team attorneys and paralegals are delivering the highest quality legal services to our clients
  • Maintain an appropriately-sized client caseload
  • Reinforce the positive, committed, collaborative, entrepreneurial and high-expectation culture of HLA
  • Supervise, mentor and ensure training and other professional development for GLP staff to expand HLA's capacities and capabilities
  • Cultivate the GLP Team's capacity to initiate impact litigation
  • Refine internal processes, practices and tools and ensure that HLA is collecting and analyzing client data as necessary to identify health care access trends

Work in close partnership with the Executive Director, Board, and GLP Team members to assess the health care landscape, establish and sustain GLP priorities and initiatives, and identify trends and issues to aid in strategic planning

  • Develop and lead efforts for achieving and evaluating progress toward goals and objectives for existing and new HLA initiatives
  • Identify, facilitate and potentially lead opportunities for high-impact legal action
  • With the Executive Director, conceive and execute the development and implementation of permanent initiatives or time-limited projects to address systemic health care barriers
  • Cultivate revenue opportunities in collaboration with the Executive Director and independently
  • Help lead GLP Team staff recruiting and hiring
  • Leverage the expertise, advice and collaboration of HLA's Board of Directors and other volunteer advisors to develop legal action
  • Stay current on health law and other relevant legal topics as necessary to protect health care consumers' rights
  • Collaborate with the Executive Director and Staff Attorneys to determine the optimal deployment of HLA's legal advocacy capacity between client representation and other ventures
  • Partner with HLA's administrative and development staff to promote the GLP Team's legal services in communities statewide
  • Participate in community outreach activities, including educational programs for consumers, lawyers and other audiences
  • Contribute to the authorship of consumer guidance and other materials to promote health care access

Contribute to building and cultivating relationships with HLA's clients, partners, providers, government agencies and others

  • Represent HLA on coalitions of advocacy organizations as needed
  • Maintain and establish strong relationships with staff members at allied legal and health advocacy organizations and expand partnerships with other legal firms
  • Cultivate and maintain connections with key officials within state and federal government and private/non-profit health care institutions

Serve as a member of HLA's Senior Management Team (SMT)

  • Partner with SMT members to ensure that all teams within HLA are unified and operate cohesively
  • Collaborate with other SMT members on addressing organizational matters involving all staff
  • Contribute to our active DEI committee charged with identifying and dismantling instances of inequity within ourselves, our organization, our client community, and the larger community and Commonwealth

Qualifications

In addition, requirements specific to this position are:

  • JD degree and license to practice law in Massachusetts
  • 7+ years as an attorney
  • Demonstrated success supervising attorneys and other legal staff
  • Experience providing legal representation to individual clients, preferably in a legal services or public interest setting
  • Litigation experience
  • Ability to manage multiple projects and ensure accountability for achieving goals and objectives
  • Strong knowledge of the health care system

Other preferred qualifications:

  • Bilingual ability
  • Knowledge of Massachusetts health care, political, advocacy, cultural, demographic, and business landscapes

Compensation

The salary range for this position is $94,750 - $151,600 (based on experience and other qualifications) and it includes a robust benefits package including comprehensive health insurance and a generous paid leave policy.
